The proposal would add a housing right to the Constitution, saying the State should recognise secure, affordable, dignified housing as part of the common good for everyone in Ireland. It would require laws, policies and funding choices to support that right, and it would also allow limits on private property where needed to protect housing access. Put simply, it aims to make housing a constitutional commitment rather than just a policy goal.
