The measure would make it a condition for a licence to run a public bus service that the operator either bargain collectively with its workers or join an employers’ group that can have pay and other basic terms examined by the Labour Court. It aims to stop low-wage competition and promote fairer treatment of bus workers, on the grounds that reliable public transport depends on stable industrial relations.
