The proposal would tighten Ireland’s vacant site levy, which is a charge on empty land left unused in places where homes could be built. It would remove some loopholes for sites with outstanding loans, apply the levy to more vacant plots of any size where housing could still fit, and make the charge rise by 1 percentage point for each year the land stays vacant. It would also require the site’s zoning and size to be shown on the vacant site register, making it easier to see which lands are being held idle and why that matters for housing supply.

Bill entitled an Act to amend the Urban Regeneration and Housing Act 2015 to remove certain exemptions applying to the vacant site levy, to raise the rate applying the longer a site remains vacant, and to require the zoning and area of the site to be published on the vacant site register
