Foal Levy Bill 2017

Sets up a 1% levy on all registered thoroughbred horses sold at public auction in Ireland, with the seller paying the charge to Horse Racing Ireland. The money raised would go into programmes for horse breeders and owners, and a new Levy Committee would decide how the funds are shared out. The committee would include representatives of breeders, owners, Horse Racing Ireland, the Department of Agriculture, the National Equine Centre and Irish Thoroughbred Marketing, so the scheme is meant to spread support across the industry.

Bill entitled an Act to amend the Irish Horseracing Industry Act 1994 and the Horse and Greyhound Racing (Betting Charges and Levies) Act 1999; to amend the provisions that apply to the levying of the foal levy; and to establish a foal levy committee to be known as the Levy Committee
