Planning and Development (Amendment) Bill 2017
Public bill · Private Member · Introduced
The Planning and Development (Amendment) Bill 2017 would stop certain physical changes to land or buildings from being treated as automatically exempt from planning rules if their purpose or effect is to keep homeless people from using a place for shelter. It also defines “homeless person” by referring to the existing housing law. In practice, this would make features such as fixtures, devices or other barriers that are meant to deter sleeping rough subject to planning control. The aim is to prevent hostile architecture that pushes homeless people away from doorways, land or buildings.
Formal long title
Bill entitled an Act to amend the Planning and Development Acts 2000 to 2016 to ensure that development with the object or effect of deterring homeless persons from obtaining shelter from a structure, land or building is not exempted development, and to provide for related matters
