Makes a small change to planning law so certain housing projects can get a second extension of their planning permission, even if they first started during a previous extension period rather than the original permission period. It is aimed at avoiding delays and extra cost for homes that are already well advanced, helping more unfinished housing schemes move forward and add to supply.
