The measure would make a mix of social welfare, pensions and civil registration changes. It would tighten action against social welfare fraud, let some benefits be awarded automatically where the person clearly qualifies, allow people to use the Public Services Card more flexibly, and extend the earnings rules for people with disabilities so they can work in more kinds of jobs without losing support. It would also update pension scheme reporting rules and make practical changes to death, birth and marriage registration, including better sharing of records and recording a deceased person’s country of birth and citizenship.
