Creates a new government department called the Department of Rural and Community Development, with the Minister for Rural and Community Development as its head. It also makes sure the usual rules that apply to government departments and ministerial documents apply to this department as if it had existed from the start. The change matters because it formally sets up a separate department to focus on rural areas and community issues.
