Just Transition (Worker and Community Environmental Rights) Bill 2018

Creates a National Just Transition Commission to bring workers, communities, employers and government together around the shift to a low-carbon economy. It would make certain public or prescribed bodies prepare just transition plans showing how they will cut emissions or adapt while protecting workers, local jobs and communities, and it would require consultation with those affected, including trade unions and local people. The Commission could guide, approve, revise and help mediate disputes over these plans, while also promoting training and alternative low-carbon employment for people in industries hit by the transition, such as fossil fuels. It also updates the climate law to put “just transition” and “climate justice” into the official framework, so climate action is meant to be fair as well as effective.

Bill entitled an Act to provide for the establishment of a body to be known as An Coimisiún Náisiúnta um Thrasdul Cóir or, in the English language, the National Just Transition Commission to oversee the bringing together of workers, communities, employers and government in social dialogue to drive the plans, policies and investments needed for a fair transformation to a low-carbon economy; to require the preparation, by certain prescribed bodies, of just transition plans; to provide for the conferral of other functions on the said body; to amend the Climate Action and Low Carbon Development Act 2015; and to provide for related matters.
