Prohibition of Sulky-Racing Bill 2018

The proposal would ban sulky racing on roads under local authority control unless lawful permission has been granted. It also covers related activities that could make an animal race or cause unnecessary suffering, and gives local authorities the lead role in enforcing the rules, with the Minister able to step in if they do not act. Anyone breaking the rules could face prosecution, a fine of up to €5,000, or, if dealt with by fixed payment notice, a payment of €1,000 instead.
