Raises social welfare payments, pensions and some child-related supports, while also making a few administrative changes. It would increase weekly pension, benefit and allowance rates by €5, give extra help for qualified adults and children, raise the earnings disregard for one-parent families, keep domiciliary care allowance going for three months after a child’s death, and let some people with State pension records qualify under a fairer contributions method. It also lets some social welfare awards be made automatically by computer when that helps the claimant, updates civil registration office terms, extends certain pension rights to same-sex spouses and civil partners, and increases the employer training levy.
