Thirty-Eighth Amendment of the Constitution (Neutrality) Bill 2018

The proposal would change the Constitution to say Ireland is a neutral state and should keep a policy of not joining military alliances. It also strengthens the wording that war cannot be declared, or Ireland take part in armed conflict or help prepare for it, except when needed immediately to defend the State and with Dáil approval. In plain terms, it would make neutrality and limits on military involvement part of the Constitution, so any future government would be more firmly bound by them.
