Sets up a new system for dealing with aircraft noise at Dublin Airport, requiring noise problems to be assessed and tackled using a step-by-step approach that looks first at quieter aircraft, better planning, and operational changes, with flight restrictions used only as a last resort. Fingal County Council would handle the initial decisions, An Bord Pleanála would hear appeals, and the airport would have to help pay the costs. It also changes planning rules so that major airport developments, or changes to existing noise restrictions, must be considered alongside their noise impact, with public consultation, monitoring, and enforcement built in.

Bill entitled an Act for the purposes of giving further effect to the Aircraft Noise Regulation in so far as it relates to Dublin Airport and to make additional provision for the regulation of aircraft noise at Dublin Airport; for those purposes, to amend the Planning and Development Act 2000 to cater for the situation where development at Dublin Airport may give rise to an aircraft noise problem; and to provide for related matters.
