Sex Offenders (Amendment) Bill 2018

The proposed changes would let judges, in individual cases, stop a person convicted of a sexual offence from travelling abroad if that travel could put vulnerable people at risk, especially in countries with weaker child protection and welfare systems. Judges would also be able to consider how serious the risk is and whether the person has made real progress in rehabilitation before deciding. It matters because it adds a safeguard aimed at preventing harm outside Ireland while still leaving room for case-by-case judgment.
