Control of Economic Activity (Occupied Territories) Bill 2018

The measure would make it a crime to import, sell, or help trade in goods and services made in an occupied territory by illegal settlers, and to extract natural resources from such territories in certain cases. It also lets the Minister identify which territories count, applies the rules to Irish citizens, Irish companies and bodies run from Ireland even when the activity happens abroad, and sets penalties of fines or prison. The purpose is to align Ireland’s trade activity with international humanitarian law and avoid benefiting from settlements in occupied land.

Bill entitled an Act to give effect to the State's obligations arising under the Fourth Geneva Convention relative to the Protection of Civilian Persons in Time of War and under customary international humanitarian law; and for that purpose to make it an offence for a person to import or sell goods or services originating in an occupied territory or to extract resources from an occupied territory in certain circumstances; and to provide for related matters
