Creates a new ombudsman role for owners’ management companies in apartment and housing developments. The ombudsman would be based in the Property Services Regulatory Authority and would help promote good governance, explain members’ duties, provide training, suggest changes to how these companies are regulated, help settle disputes on a non-binding basis, and publish an annual report. It also defines key terms such as “developer,” “development stage,” and “owner management company,” and treats a member as present or voting at a meeting if a valid proxy attends or votes for them. It matters because it would give residents a clearer support and complaints route in developments where management companies handle shared areas and services.
