Petroleum and Other Minerals Development (Amendment) (Climate Emergency Measures) Bill 2018

The proposal would change Ireland’s rules for granting licences, undertakings and leases for petroleum and other mineral development so that the Minister must take account of climate and environmental conditions, including global temperature and atmospheric carbon dioxide levels. It would also block new approvals if carbon dioxide at the Mauna Loa observatory is above 350 parts per million on the application date. In plain terms, it is meant to make fossil-fuel decisions much harder during a climate emergency and to tie them directly to wider climate science.
