Health Service Executive (Governance) Bill 2018

Introduces a new nine-member board to run the Health Service Executive, replacing the existing directorate model, and creates a chief executive officer who answers to that board rather than sitting on it. It also updates a range of health laws and related rules so they fit the new structure, including clearer reporting, delegation, audit, and accountability arrangements. The main aim is to give the HSE a more stable and independent governance setup; the explanatory memorandum says there are no significant Exchequer costs.

Bill entitled an Act to amend the Health Act 2004 to provide that the Health Service Executive shall be governed by a board and not a directorate and that the Executive shall have a chief executive officer accountable to that board; to provide for the amendment of certain other enactments; and to provide for related matters.
