Seeks to change the Constitution so the State would have a clear duty to work towards economic, social and cultural rights such as housing, health, education, work and social security, using the resources it has and without discrimination. It would also let the courts review whether the State is meeting that duty, rather than leaving these rights as general policy goals only. The aim is to give stronger legal protection to rights that matter in everyday life, especially during times of housing pressure or economic difficulty.
