Updates the rules for local gaming and lottery activity by replacing the 1956 framework with a more modern licensing and permit system. It raises the allowed stakes and prizes for licensed gaming machines, sets a minimum age of 18 for gaming, lotteries and Tote betting, and creates clearer rules for permits, licences, records and penalties. It also tightens consumer protection and gives authorities stronger powers to stop unlicensed or improper gaming and lottery activity, while keeping the costs to the State minimal.
