Road Traffic (All Terrain Vehicle and Scrambler Motor-cycle) (Amendment) Bill 2019

Targets the anti-social use of quad bikes and scrambler motorbikes in public places, especially parks and greens, where current rules are hard to enforce. It would let Gardaí seize these vehicles in certain cases, raise the penalty for supplying one to an underage person, create a new offence for dangerous riding in public, and allow confiscation and disposal of the vehicle. It also seeks to extend seizure powers to places like driveways when a vehicle is believed to have been used in an offence.

Bill entitled an Act to amend the Road Traffic Act 1961 to further regulate the use of all terrain vehicles and scrambler motor-cycles in a public place, to make further provision for the seizure, by An Garda Siochána, of said vehicles and motorcycles in certain circumstances, to provide for the confiscation and disposal of same when a person contravenes the law in relation to the use of both all terrain vehicles and scrambler motor-cycles in a public place and to provide for related matters.
