Electoral (Civil Society Freedom) (Amendment) Bill 2019

The proposal would narrow the rules on political donations so they apply to third parties only when the money is linked to a specific election or referendum campaign, rather than to wider advocacy on public policy. Its aim is to stop civil society groups, charities and NGOs being treated like election campaigns when they lobby or speak out on issues, which can expose them to heavy reporting burdens and even criminal penalties. The change matters because the current wording has been criticised for chilling legitimate campaigning and free expression.
