Residential Tenancies (Complaints of Anti-Social Behaviour and Neglect of Dwelling Exteriors) (Amendment) Bill 2019

The measure would let people other than the immediate victim complain to the Residential Tenancies Board about anti-social behaviour or other tenant breaches, instead of limiting complaints to those directly affected. It would also require tenants to keep the outside of a dwelling and its grounds in reasonable condition, and give the Board power to deal with complaints and end tenancies where needed. It matters because it widens who can raise serious problems in rented homes and gives landlords and the Board stronger tools to respond.
