Community Participation (Disability) (Miscellaneous Provisions) Bill 2019

Aimed at making everyday places and services more usable for people with disabilities, especially children and families. It would require councils and planners to follow universal design for playgrounds, push bus operators on public routes to meet accessibility standards, create a statutory personal advocacy service to help people get social services and challenge decisions, and require more “Changing Places” toilets in larger public buildings. It matters because it tries to turn inclusion into a practical reality in play, transport, public services and public spaces.

Formal long title

Bill entitled an Act to promote better provision in respect of the use by persons with disabilities of certain buildings and other places and transport services and for that purpose, to amend the Local Government Act 2001, the Planning and Development Act 2001, the Public Transport Regulation Act 2009 and the Building Regulations 1997; to provide for the commencement of certain provisions of the Citizens Information Act 2007; and to provide for related matters.
