Informal Adoptions (Regularisation) Bill 2019

Aimed at people who were brought up by adoptive parents without a formal adoption order, it would let them ask the Circuit Court to recognise the arrangement as a valid adoption, where records exist, and have their birth records and adoption certificate corrected. It also tries to protect those who have always been treated as their parents’ children by making their birth certificate acceptable evidence in civil cases and preventing contrary evidence from being used against them, except where the certificate was fraudulently obtained by the person concerned.

Bill entitled an Act to provide for the regularisation of the legal status of persons informally adopted in the State; and to provide for connected matters.
