Health (Amendment) (No. 2) Bill 2019

The Bill would give HIQA stronger powers so it can not only inspect but also enforce national standards in child care services, including foster care, children’s residential centres, children’s detention centres and Tusla services. It is meant to close a gap in the current law, where HIQA can identify serious problems but cannot make services fix them. That matters because it would give children’s services real accountability, not just reports and recommendations.

Bill entitled an Act to amend the Health Act 2007 to enable the Health Information and Quality Authority (HIQA) to enforce national standards in relation to foster care provision, children detention schools, children residential centres and the Child and Family Agency (Tusla); and to provide for related matters.
