The main change is to the Marine Casualty Investigation Board: when the Minister, or the Department’s Secretary General, appoints, reappoints, or names someone to the Board, they must take account of whether that person has the right knowledge, qualifications, or experience for the work. It matters because it aims to make marine accident investigations more informed and effective by ensuring board members are better suited to the Board’s job.
