Road Traffic (Amendment) (Use of Electric Scooters) Bill 2019

The proposal would let electric scooters and electrically assisted bicycles be used on Irish roads, while setting safety rules for them. It would remove the need for these vehicles to be taxed and insured as motor vehicles, cap e-scooters at 25 km/h, require a speed limiter and helmet use, and make unsafe riding an offence. It would also give the Road Safety Authority a role in advising on scooter safety and allow the Transport Minister to make further rules as needed.

Bill entitled an Act to amend the Road Traffic Act 1961 in order to regulate for the use of electric scooters and to provide for their safe use on Irish roads and streets; to expand the legal definition of bicycle to include electrically assisted bicycles and to permit their use on Irish roads.
