Planning and Development (Amendment) (First-Time Buyers) Bill 2019

The bill would let local councils set aside up to 30% of land zoned for housing so it can be sold to first-time buyers who have not previously bought a home. It would also require councils to consider the need for build-to-rent housing separately in their housing plans, and allow some build-to-rent schemes to be exempted where they fit those plans. It matters because it could help more first-time buyers get onto the property ladder while also making rental housing planning more explicit.

Bill entitled an Act to amend the Planning and Development Act 2000 to provide for a specific percentage of lands in a private development to be limited for purchase by first-time buyers and to provide for related matters.
