A key gap in Irish law is that under-18s are already barred from buying tobacco, but not electronic cigarettes, refill liquids or herbal cigarettes. The bill would close that gap by making it an offence to sell or supply those products to anyone under 18, and by bringing in penalties, enforcement powers for authorised officers, and related court procedures. It matters because it extends youth protections to nicotine and smoking-like products that are currently easier for young people to access.
