Health Insurance (Amendment) Bill 2019

Sets the annual amounts used in Ireland’s health insurance risk equalisation system from 1 April 2020. It updates the credits paid to insurers for older and less healthy customers, and adjusts the stamp duty charges on health insurance policies so the system continues to be funded in a roughly cost-neutral way. In plain terms, it helps keep health insurance premiums more even across different ages and health risks, while maintaining the funding mechanism behind it.

Bill entitled an Act to amend the Health Insurance Act 1994 to specify the amount of premium to be paid from the Risk Equalisation Fund in respect of certain classes of insured persons from 1 April 2020; to amend that Act to specify the amount of the hospital utilisation credit applicable from 1 April 2020; to make a consequential amendment to the Stamp Duties Consolidation Act 1999; and to provide for related matters.
