Litter Pollution (Amendment) (Dog Litter Control) Bill 2019

The proposed change would make it an offence for a person in charge of a dog in a public place not to have a suitable bag or other tool for picking up dog mess if asked by a dog warden, litter warden, or Garda. The explanatory note says dog faeces can spread disease, including toxocariasis, which can cause serious illness and even blindness, so the aim is to push dog owners to clean up immediately and carry a bag just as they would carry a leash.

Bill entitled An Act to amend the Litter Pollution Act 1997 to make it an offence for a person in charge of a dog in a public area to fail to produce a suitable bag or instrument to properly dispose of dog faeces when requested to do so by a dog warden, litter warden, or member of An Garda Síochána.
