Rent Freeze (Fair Rent) Bill 2019

The measure would freeze rents for three years for both existing and new tenancies, while allowing rent levels to be linked to similar properties in each local area through the Residential Tenancies Board. Any extension of the freeze would need approval from the Oireachtas, and the Minister for Finance would also have to examine the cost and design of a refundable tax relief for tenants. Its aim is to stop rapid rent rises and explore extra support to help tenants manage housing costs.

Bill entitled an Act to amend the Residential Tenancies Act 2004 (as amended) to provide for a rent freeze for all existing and new tenancies.
