Thirty-ninth Amendment of the Constitution (Right to Housing) Bill 2020

The proposed amendment would put a constitutional right to housing into the Irish Constitution, giving it legal force and making it something people could rely on in court. It would also require private property rights to be balanced against that right, so the State could act to protect housing as part of the common good. According to the explanatory memorandum, its aim is to give housing the same kind of constitutional status as other protected rights.
