Thirty-ninth Amendment of the Constitution (Right to a Home) Bill 2020

The proposal would add a new constitutional right to housing, requiring the State to recognise that everyone and every family should have access to appropriate, affordable housing for a decent standard of living. It would also require the State to take practical steps to make that right real and to do what it reasonably can to prevent and reduce homelessness, with the aim of eventually eliminating it.
