Keeps the Railway Accident Investigation Unit’s powers in place after EU railway safety rules change in October 2020, so it can still report on and investigate accidents and incidents on railways outside the new EU rules. That mainly covers systems such as Luas, heritage railways, museum and tourist railways, and some private freight networks, and it also lets any investigations already under way continue without interruption. It matters because it preserves a clear, independent safety oversight role for these railways, with no extra cost to the State.
