Homeless Prevention Bill 2020

The proposed law would create a clear legal category for people who are at risk of becoming homeless and give the Housing Minister and local councils powers to step in earlier. As set out in the explanatory memorandum, councils would have to assess individuals and families at least 60 days before they become homeless, then draw up a plan and provide extra supports, including information and advice, to help keep them housed. It matters because it shifts the focus from dealing with homelessness after it happens to preventing it in the first place.

Bill entitled an Act to amend the Housing Act 1988 to provide a legal definition of persons at risk of homelessness and to give the Minister for Housing, Local Government and Heritage and local authorities the power to provide such persons with supports to prevent them from becoming homeless.
