Criminal Justice (Hate Crime) Bill 2020

A person who commits certain listed offences would face a heavier penalty if the crime was driven by hatred of the victim because of their asylum or refugee status, race, colour, religion, nationality, ethnicity, disability, sexual orientation, transgender identity, sex characteristics, age, or perceived age. It also allows courts to treat such hate motivation as an aggravating factor in sentencing and, in some cases, to impose supervision orders on offenders. The aim is to give clearer legal protection to targeted communities and recognise the added harm caused by hate-motivated crime.

Bill entitled an Act to make provision for hate crime; the imposition of a heavier penalty on an offender whose commission of a relevant offence (a list of which is contained in the schedule to this Act) is accompanied by hate crime against an individual based on said individual's asylum or refugee status, race, colour, religion, nationality, ethnicity, disability, sexual orientation, transgender identity, sex characteristics, age or perceived age and to provide for related matters.
