Raises the income limits for people aged 70 and over so more can qualify for a medical card, and updates the Health Service Executive job title used in the 1970 Act. It also extends free GP medical and surgical care in stages to children living in the State, moving the age threshold up to 13 years. The main impact is to widen access to basic healthcare for older people and children.

Bill entitled an Act to amend the Health Act 1970 to alter the criteria in relation to eligibility for services under that Act; to provide, incrementally, for the making available of a general practitioner medical and surgical service to persons who are ordinarily resident in the State and who have not attained the age of thirteen years; to provide for other miscellaneous amendments to that Act; and to provide for related matters.
