Allows each House of the Oireachtas to set rules so members who are not physically present can still vote in limited, specified situations. It is meant to make parliamentary work more flexible during emergencies and to let TDs and senators vote when illness, recovery, maternity, or paternity leave keeps them away from the chamber.
