Road Traffic and Roads Bill 2021

It would change road traffic and roads law to improve safety, tackle scrambler misuse, and bring the rules up to date for e-scooters, e-bikes and other powered personal transporters. It would also link vehicle and driver records, strengthen motor insurance records, give motorway traffic managers more control over speed limits and signage, tighten rules for driving instructors and medical fitness to drive, and add stronger checks and penalties for false or misleading applications. It also makes a number of smaller fixes to traffic warden notices, penalty points, emergency driver training and road works powers.

Bill entitled an Act to confer functions on the Minister for Transport in relation to zero to low emission vehicles and recharging and refuelling infrastructure relating to such vehicles; to amend and extend the Road Traffic Acts 1961 to 2018; to amend the Roads Act 1920, the Finance Act 1992, the Roads Act 1993, the Local Authorities (Traffic Wardens) Act 1975 and the Dublin Transport Authority Act 2008; to provide for the effect and validity of certain regulations; and to provide for related matters.
