Ends the special fast-track planning system for large housing schemes and replaces it with a new process for large-scale residential developments, with set pre-application meetings, clearer deadlines, and limits on what can be revisited when a scheme is amended. It also lets planning appeals in some cases go straight to the Supreme Court, and requires the planning authority to notify local councillors when a large residential application is received. The aim is to speed up decisions, improve certainty for developers and planners, and wind down the older housing permission system in an orderly way.

Bill entitled an Act to amend and extend the Planning and Development Acts 2000 to 2021 in relation to applications for planning permission for certain large-scale residential development, to amend Part V of the Planning and Development Act 2000 so that the need for housing for owner-occupiers can be taken into account in housing strategies, to make provision in relation to applications to the Supreme Court to determine certain appeals, to repeal Chapter 1 of Part 2 of the Planning and Development (Housing) and Residential Tenancies Act 2016 and to provide for related matters.
