Residential Tenancies (Amendment) (No. 2) Bill 2021

The measure would make rents in rent pressure zones harder to raise, capping increases at 2% a year rather than letting them track inflation if that would be higher. It would also give many tenants stronger security by turning certain tenancies into open-ended, “unlimited duration” tenancies after six months, and it would waive some registration fees for landlords during the move to annual tenancy registration. It matters because it aims to slow rent rises and reduce the risk of tenants being forced out after a fixed term.
Formal long title
Bill entitled an Act to provide for the conversion of certain residential tenancies to residential tenancies of unlimited duration; to make provision in relation to the setting of rents in rent pressure zones; to make provision in relation to the payment of fees in respect of the registration of certain tenancies; for those purposes to amend the Residential Tenancies Act 2004; and to provide for matters connected therewith.
