Health Insurance (Amendment) Bill 2021

It updates Ireland’s health insurance risk equalisation system, which helps keep health insurance prices fair by making insurers that cover more older or less healthy people receive credits from a fund. It sets the new credit amounts from 1 April 2022, adjusts the stamp duty charges that pay for them, and adds a new credit for very expensive claims so the scheme better reflects high-cost patients. It also tightens some technical rules, including a time limit for claiming credits and changes to the test for whether insurers have been overpaid.

Bill entitled an Act to amend the Health Insurance Act 1994 to specify the amount of premium to be paid from the Risk Equalisation Fund in respect of certain classes of insured persons from 1 April 2022; to make certain other amendments of that Act, including making provision for how certain high cost claims under health insurance contracts are to be treated for risk equalisation purposes; to make a consequential amendment to the Stamp Duties Consolidation Act 1999; and to provide for related matters.
