Residential Tenancies (Student Rents and Other Protections) (Covid-19) Bill 2021

Aims to protect students in student-specific housing during Covid-19 by stopping landlords from keeping rent or extra charges for periods when a student cannot live there because they are following public health advice or rules. It also limits student tenants to paying no more than one month’s rent in advance, gives them a way to claim refunds through the Residential Tenancies Board, and means unpaid amounts tied to these refund rights are not treated as rent arrears. It also limits student tenants’ notice period for ending a tenancy to 28 days.

Bill entitled an Act to make provision in relation to certain tenants’ obligations to pay rent in respect of dwellings used for accommodation during academic term times, to make provision in relation to the maximum period of notice required by such tenants to terminate a tenancy, to oblige certain landlords to refund relevant payments in certain circumstances relating to Covid-19, for those purposes to amend the Residential Tenancies Act 2004 and to provide for related matters.
