Planning and Development (Strategic Housing Developments) (Amendment) Bill 2021

The proposal would take away the special fast-track route for large housing schemes going directly to the national planning board, so new strategic housing development applications would instead go through the usual local planning process. It would also give councillors and local authorities more control over their own development plans, reduce the force of ministerial planning instructions, and bring back the public’s right to appeal large developments. The aim is to make planning more local, more open, and more accountable.

Bill entitled an Act to amend the Planning and Development Acts 2000 to 2019 and for that purpose to amend section 28 of the Planning and Development Act 2000 in relation to ministerial guidelines, to restrict section 4 of the Planning and Development (Housing) and Residential Tenancies Act 2016 to applications received on or before the coming into operation of this Act in respect of strategic housing developments and to provide for related matters.
