Dog Breeding Establishments (Amendment) Bill 2021

Aimed at improving dog welfare, this proposal would tighten the rules for dog breeding establishments and make enforcement stronger. It would raise fines, make it easier to refuse or block registration where animal welfare is at risk, improve welfare standards inside breeding premises, and ensure local authorities have enough properly appointed staff to inspect and enforce the rules. It also creates a new offence for breaching key welfare requirements, so poor conditions are harder to ignore.
