Planning and Development (Amendment) (First-Time Buyers) Bill 2021

The measure would let local councils reserve up to 30% of land zoned for housing so it can be sold to people buying their first home. It also asks councils to separately assess how much land is needed for build-to-rent developments and allows exemptions for those schemes where they fit the housing strategy. It matters because it could give first-time buyers a better chance of accessing new homes, while also keeping rental housing planning in view.

Bill entitled an Act to amend the Planning and Development Act 2000 to provide for a specific percentage of lands in a private development to be limited for purchase by first-time buyers and to provide for related matters.
