Raises social welfare payments and related supports, mainly by increasing weekly rates for pensions, benefits and allowances by about €12, with bigger payments for adult and child dependants where relevant. It also lifts maternity, adoptive, paternity and parent’s benefit to €262 a week, raises the income thresholds for working family payment, and increases the monthly domiciliary care allowance to €330. It also includes a few targeted changes: helping some musicians keep social insurance while exempting part of their income from tax, widening access to community employment, and easing rules for some farm-related income and community employment supervisors’ ex-gratia payments.
