Changes how An Bord Pleanála is staffed and run so it can deal with planning cases faster and more reliably. It would let the Minister appoint extra ordinary members if workloads are high, bring in temporary members more flexibly, set a minimum of three for deciding cases, allow an interim chairperson if needed, and replace the current nomination system with a more open, independent appointment process. It also widens the meaning of foreshore to include the water column above the seabed, so offshore leases, licences and consents are clearly covered. That matters because it removes a legal gap that could slow or complicate decisions about marine development and related projects.
